The U.S. Federal Maritime Commission (FMC) stated that it is closely monitoring the surge in the number of Panamanian-flagged vessels detained within China.

According to Lloyd’s List Intelligence data, nearly 70 Panamanian-flagged vessels have been detained at Chinese ports since March 8.

FMC Chairwoman Laura DiBella said that the number of Panamanian-flagged vessels detained by China far exceeds historical norms. These intensified inspections are being conducted under informal directives and appear to be aimed at punishing Panama.

She noted that given the significant share of U.S. container trade carried by Panamanian-flagged vessels, these actions could have serious commercial and strategic consequences for the U.S. shipping industry, adding that the FMC has legal authority to investigate whether foreign government regulations or practices may harm U.S. trade.

She also pointed out that China’s Ministry of Transport summoned relevant officials from global shipping giants Maersk and MSC to Beijing for discussions.
