Building the Guangdong-Hong Kong-Macao "Data Special Zone" Guangdong issues the country's first provincial-level top-level design for digital society

Recently, the General Office of the People’s Government of Guangdong Province issued the “Implementation Opinions on Accelerating the High-Quality Construction of a Digital Society in Guangdong Province” (hereinafter referred to as “Opinions”). The “Opinions” propose 18 specific measures around five aspects, aiming to build a new development paradigm for a digital society with Guangdong characteristics, inclusive and accessible, intelligent and convenient.

This document is the first top-level design document at the provincial level in the country regarding the construction of a digital society. Based on the advantages of Guangdong’s digital economy and digital government construction, it focuses on key issues and challenges in digital society construction, proposing a series of innovative measures to promote the deep integration of digital technology and social development, striving to create a new paradigm of digital society with Lingnan characteristics, and providing replicable and promotable “Guangdong experience” for high-quality construction of a digital society nationwide.

The “Opinions” establish a “two-step” development path: by 2027, the digital foundation of society will be more solid, the rules for appropriate numbers will be more sound, the application and popularization rates of new-generation intelligent terminals, intelligent entities, etc., in social services, daily life, and governance will be significantly improved, and consumption potential will be fully released. By 2030, digital intelligence technology and social development will be closely intertwined, forming a new development paradigm for a digital society in Guangdong that is inclusive, intelligent, and convenient, rich in Lingnan characteristics, deeply rooted in Chinese cultural heritage, and leading the trend of contemporary development.

The “Opinions” start from enhancing the sense of gain and happiness of the people in digital development, proposing five areas of tasks around key areas and key links in the construction of a digital society: innovating scenario applications to build new modes of operation for the digital society; integrating organizational units to shape new structural forms of the digital society; solidifying the foundation of digital intelligence to create new driving forces for the development of the digital society; enhancing digital literacy to stimulate new vitality for the development of the digital society; optimizing the environment for appropriate numbers to create a new ecology for the development of the digital society.

Specifically, the “Opinions” propose shaping new structural forms of the digital society, with the creation of an open and innovative digital bay area being a major highlight. Guangdong will accelerate the integration process of the digital bay area, build a “Guangdong-Hong Kong-Macao Greater Bay Area Data Special Zone,” and promote the efficient, convenient, and secure cross-border flow of data. Strengthen the interconnection of digital infrastructure and jointly build a smart city cluster in the Guangdong-Hong Kong-Macao Greater Bay Area. Promote collaboration in the digital economy of Guangdong-Hong Kong-Macao, creating key digital industry clusters in the Greater Bay Area. Strengthen digital cooperation in multiple fields such as elderly care, healthcare, transportation, and ecological environment, and promote innovative application scenarios for the integration of data resources.

To solidify the foundation of digital intelligence and create new driving forces for the development of the digital society, the “Opinions” propose to proactively layout advanced information networks, accelerate the deployment of 10-gigabit optical networks and 5G-A pilots, and speed up the R&D of 6G technology, laying out a forward-looking 6G application ecosystem. Build a high-quality intelligent computing power supply system, orderly promote the construction layout of computing power centers, and enhance the supply capability and resource utilization efficiency of intelligent computing resources. Accelerate the construction of Guangdong Province’s blockchain network and promote the construction of data circulation and utilization infrastructure for “digital-chain integration,” among other initiatives.

In terms of the guarantee system, the “Opinions” propose various measures. Among them, strengthen the collaborative linkage between fiscal funds and social capital, guide various types of social capital investment, and promote financial institutions to continuously increase credit investment and financing support for key areas of digitization. Explore the establishment of a scene innovation incubation mechanism and strengthen the cultivation and opening of diverse application scenarios.
