On March 6, Foreign Ministry spokesperson Mao Ning presided over a regular press conference. A reporter asked a question: The international community has paid high attention to China’s National People’s Congress and the Chinese People’s Political Consultative Conference (NPC and CPPCC), especially this year’s targets for China’s economic growth. Some comments suggest that one of the reasons China has lowered its growth target is that the situation in the Middle East is turbulent, and energy supplies may be affected, while there are also uncertainties in China-U.S. relations. Mao Ning said that yesterday, Premier Li Qiang, in the Government Work Report, summarized the development achievements during the 14th Five-Year Plan period. China’s total economic output has achieved a new leap—nearly every year has jumped up by a new step on the order of 10 trillion yuan. Over the five years, the incremental value exceeded 35 trillion yuan, which is equivalent to a medium-sized economy. This impressive set of results was achieved amid a complex and grave situation in which external shocks and domestic difficulties and dilemmas overlap and compound, fully demonstrating China’s strong resilience and vitality.

Looking ahead, as Premier Li Qiang pointed out, we are clearly aware of the difficulties and challenges ahead. But the supportive conditions and the basic trends for China’s economy to remain on a favorable long-term course have not changed, and the strengths of the system and those of a major country continue to be steadily manifested. As long as we make full use of our strengths and properly respond to challenges, China’s development prospects will be even more promising. We will fully implement the new development philosophy, accelerate the building of a new development paradigm, and focus on promoting high-quality development, driving an effective improvement in quality and a rational increase in quantity in the economy. We will further expand opening-up at a high level, uphold a win-win approach to cooperation, steadily expand institutional opening-up, and expand the international cycle, so that China’s development achievements can benefit more and better the people of all countries.
