Hebei People's Three Laws:

First Law:
Hebei people must not harm Beijing people or stand by as Beijing people are harmed;

Second Law:
Hebei people must obey the orders of Beijing people unless the orders conflict with the First Law;

Third Law:
Without violating the First or Second Laws, Hebei people may protect themselves.
