Although this change appears minor and was long anticipated, it influences how the network handles increasing application usage and provides a clearer perspective on Ethereum’s scalability planning as usage continues to grow.

This innovation emerged after Ethereum co-founder Vitalik Buterin stated earlier this week that the network upgrade has transformed it into “a new, more powerful type of decentralized network” capable of achieving security, decentralization, and scalability simultaneously.

The new focus involves a mechanism called blobs, which ensures that transaction data from second-layer Rollups (such as Base, Optimism, Arbitrum, and Mantle) can be reliably published to Ethereum. The same mechanism also applies to privacy-focused zero-knowledge Rollups like zkSync Era, StarkNet, and Scroll.

How do Blobs work?

Blobs operate by allowing all participants in the network to access Rollup data within a limited time, enabling transaction validation and state changes confirmation without relying on trusted intermediaries.

Data availability layers like Celestia, EigenDA, and Avail offer alternative ways to publish Rollup data. However, at times, this involves a trade-off between higher Ethereum integration and increased throughput or lower costs.

Despite this, since the first Dencun upgrade, demand for blobs has steadily increased but has not approached capacity limits, indicating that Ethereum’s data layer still has considerable room to grow.

Data shows that average blob utilization remains well below target levels, even as total blob fees gradually increase—indicating that Rollup activity is rising but has not yet been constrained by supply.

This dynamic reinforces Ethereum’s strategy: incremental scalability of data availability before bottlenecks occur.

Scalability in design

Industry observers note that this upgrade demonstrates Ethereum’s ability to scale by adjusting capacity as needed.

“The BPO2 upgrade highlights that Ethereum’s scalability is now parameterized rather than programmatic. Blob space is far from saturation, and the network can expand throughput through simple capacity adjustments,” said Andrew Gross, technical communications lead at Blockscout block explorer.

The result is “more stable Rollup fee rates, greater data headroom, and a dynamically scalable system.”

Ethereum’s modular architecture “turns data availability into a controllable resource,” rather than a limiting factor. “In fact, Ethereum has evolved into a resilient base layer capable of scaling according to demand without sacrificing decentralization or coordination stability.”

While this upgrade is small, it could “have an impact when blobs become a bottleneck—for example, providing more headroom for Rollups that typically operate near the target,” said Christine Erispe, a developer advocate in the Ethereum Philippines community.

This means “more L2 batches per unit time, or the same batches with lower blob marginal costs.” Regarding fee rate stability, “raising the target reduces the likelihood of operating at the ‘edge’ (near maximum), which is precisely where Rollups face the highest blob fee peaks and batch time instability.”

This upgrade also indicates that Ethereum “can manage Rollup scalability pressure in the short term through continuous adjustments to data availability, but this is only a step in a larger plan.” “These parameter changes provide operational agility for Ethereum,” and such structural modifications could become part of a “long-term strategy.”
