According to ChainCatcher, 10 major European financial institutions including ABN AMRO, Crédit Mutuel Alliance Fédérale, DZ BANK, and others have launched Regulated Layer One (RL1), a blockchain network that has begun operations in Luxembourg as a European cooperative. The private permissioned network is designed for regulated financial markets and tokenized assets, with each member holding equal governance and development rights.
The infrastructure, developed by German fintech firm SWIAT, processed over 50 transactions totaling more than EUR 700 million during its three-year trial period. RL1 will support digital currencies, tokenized bonds, collateral management, and blockchain-based settlement, with the network currently in discussions with additional institutions including NatWest to expand membership.
