HKMA Launches Quantum Preparedness Index for Banking Sector on July 27, Reveals 2.3/10 Average Readiness Score

According to the HKMA, on July 27, 2026, the regulator launched the Quantum Preparedness Index (QPI) to help Hong Kong's banking sector prepare for quantum computing cybersecurity threats. The index measures institutions across four categories: Awareness, Planning, Pilots, and Practical Preparedness. The sector-wide average score was 2.3 out of 10, with approximately 68% of banks having developed awareness or begun planning, while 32% remain unprepared. The HKMA is developing a post-quantum cryptography toolkit in partnership with the Hong Kong University of Science and Technology and has set a long-term objective of achieving full industry readiness with a QPI score of 10 by 2030.
