During the 2026 National Two Sessions,姚金健, Director of the Machining Engineering Center at Hefei Guoxuan High-Tech Power Energy Co., Ltd., and a National People’s Congress delegate, stated in an interview with Securities Daily that efforts should be made to promote high-level opening up of the new energy industry.
Currently, the development of the new energy industry faces challenges such as rising technical standard barriers and intensified local competition. First, the global new energy industry landscape is undergoing profound changes, with accelerated technological iteration reshaping the industrial ecosystem, and diverse technological routes competing in energy storage; second, regional markets are highly differentiated; third, the international competitive landscape is undergoing deep adjustments.
In response to these issues,姚金健 proposed building a coordinated system of technical standards. He suggested collaborating with leading enterprises in photovoltaics, energy storage, and new energy vehicles to lead the formulation of 10 core international standards under the IEC/ISO framework, focusing on areas such as carbon footprint accounting, energy storage safety, and integrated solar-storage solutions. Additionally, establishing the “China New Energy Standards Overseas Promotion Center” to conduct pilot projects on standard mutual recognition in regions like ASEAN and Africa, thereby reducing entry barriers for enterprises.
姚金健 also emphasized the need to create a localized operational ecosystem. The government should guide enterprises to develop localized operational ecosystems based on different regional demands. For example, deploying a “photovoltaic + energy storage + hydrogen production” integrated base in Southeast Asia, leveraging local labor cost advantages to build low-cost manufacturing centers, and jointly developing photovoltaic modules suitable for tropical climates.
Furthermore,姚金健 called for innovation in global business models and policy support systems. This includes issuing “carbon neutrality bonds” to specifically support overseas new energy projects, providing loan interest subsidies for overseas investment enterprises, and encouraging commercial banks to establish dedicated “green credit” channels.
