The universe does not change its laws because of morality; the so-called "Heaven's way favors the good" is more just people's expectations. Morality itself is a set of rules established by human society based on its own needs, not an objective natural law. Different eras and regions have different rulemakers, and moral standards also change accordingly, so it is not the fundamental law that determines the development of things.
