According to China Emergency Management News, recently, the Shanxi Bureau of the National Mine Safety Supervision Administration (hereinafter referred to as Shanxi Bureau) reported two typical cases of coal mine leaders falsifying safety production responsibilities. The bureau requires continuous strengthening of process control, duty management, and daily assessments to resolutely prevent violations such as falsifying safety management implementation, leaders “going underground falsely,” or “substituting for underground work.”

On January 5th, during an inspection of Zezhou Tianan Shengxin Coal Industry Co., Ltd., the Ninth Department of Supervision and Law Enforcement found that on December 18, 2025, the company held a “One Pass Three Prevention” meeting. The meeting should have been organized by Mine Manager Li Moumou, but Li did not attend and falsely signed the meeting attendance sheet. The department ordered Zezhou Tianan Shengxin Coal Industry Co., Ltd. to suspend production and rectify for three days, imposed a fine of 660,000 yuan, and fined Mine Manager Li 36,000 yuan. Li’s safety production knowledge and management ability certificate was revoked according to law. The main responsible persons and safety managers of the upstream enterprise Shanxi Jinmei Group Zezhou Tianan Coal Industry Co., Ltd. were interviewed, and Li was instructed to be removed from his position as Mine Manager.

On January 8th, the National Mine Safety Production Risk Monitoring and Early Warning System sent information to Shanxi Bureau indicating suspected “shao ka” behavior by the second shift at Jiexiu Zhengyi Coal Industry Co., Ltd. The Sixth Department of Supervision and Law Enforcement of Shanxi Bureau, in joint investigation with Jiexiu Emergency Management Bureau, found that Deputy Chief Engineer Hao Moumou of the mine’s geological survey failed to diligently perform safety responsibilities and illegally allowed personnel identification cards to be carried into the mine by water drainage worker Zhang. Jiexiu Emergency Management Bureau fined Hao 20,000 yuan, revoked his safety production knowledge and management certificate, and ordered his removal from the position of Deputy Chief Engineer. The incident was publicly reported at the Jiexiu City Safety Production Meeting and Accident Warning Education Conference.

The Shanxi Bureau’s notice emphasizes that all mining enterprises must strictly implement their main safety production responsibilities. The primary responsible persons must rigorously fulfill their legal duties, improve the implementation of safety systems for all staff, especially the main responsible persons (including actual controllers) and safety management personnel, who must strictly perform their safety responsibilities according to law. Continuous efforts should be made to strengthen process control, duty management, and daily assessments to prevent violations such as falsifying safety management implementation, leaders “faking underground work,” or “substituting for underground work.”

All levels of mine safety supervision departments should intensify oversight, cracking down immediately on violations endangering miners’ lives, with no tolerance. Strict law enforcement should compel enterprises to fulfill their safety responsibilities. For mines where main responsible persons and safety management personnel fail to perform their duties, a “pause” should be decisively enforced. Serious investigations and accountability measures will be taken against those who do not fulfill their safety responsibilities, including notifications, interviews, and exposure, creating a strong deterrent to prevent similar issues from recurring.
