Coin World reports that Chief Judge Reed O'Connor of the U.S. District Court for the Northern District of Texas dismissed a lawsuit filed by cryptocurrency developer Michael Lewellen this Wednesday. The lawsuit sought a declaratory judgment from the court confirming that his donation crowdfunding software Pharos is not subject to money transmission laws. The court determined that Lewellen failed to demonstrate a genuine and imminent threat of prosecution, citing a Department of Justice memorandum indicating that the DOJ no longer pursues legal action against end-users of virtual currency exchanges, coin mixing services, or offline wallets. The case was closed via "dismissal without prejudice," allowing Lewellen to refile the lawsuit after making amendments. Lewellen stated that his legal team is exploring follow-up options.
