Ukrainian President Zelensky stated that the United States has attached a precondition to its security guarantee proposal for a peace agreement with Ukraine: Ukraine must cede the entire Donbas region in eastern Ukraine to Russia.

In an interview with Reuters, Zelensky pointed out that as the U.S. is currently focused on conflicts with Iran, President Trump is pressuring Ukraine to quickly end the four-year-long war triggered by Russia’s invasion in 2022.

Zelensky has repeatedly said that if a peace agreement is reached, strong security guarantees from international partners are necessary to ensure Russia does not launch hostile actions again in the future.

He said that as long as Ukraine is prepared to withdraw from the Donbas region, the U.S. will finalize security assurances for Ukraine; but he warned that withdrawal would threaten the security of Ukraine and Europe because it would hand over the region’s strong defensive positions to Russia. He hopes the U.S. understands that eastern Ukraine must be part of the security guarantees.

Zelensky claimed that Russia is betting that Washington will lose interest in negotiations and withdraw, reiterating that a tripartite summit involving the U.S., Russia, and Ukraine is the only way to resolve territorial issues.
