Ministry of Natural Resources and Two Other Departments: Innovate Land Supply Methods, Reduce Land Costs for Elderly Care Services
Recently, the Ministry of Natural Resources, the Ministry of Civil Affairs, and the National Health Commission issued the “Several Measures to Deepen Natural Resource Element Guarantee and Support the Reform and Development of Elderly Care Services.”
The measures propose innovating land supply methods to reduce the costs of land for elderly care services. Land for elderly care facilities, care for disabled and dementia elderly, integrated medical and elderly care services, and major silver economy projects will be prioritized in land use annual plans. Non-profit elderly care institutions that provide bottom-line support and universal benefits should be fully protected in land allocation, which can be supplied through allocation methods in accordance with the law.
For profit-oriented elderly care facilities with separate parcels, flexible land supply methods such as long-term leasing, lease-first-then-transfer, and flexible annual terms will be fully implemented. Land users can choose the type of land supply based on their needs. For land obtained through land transfer, the land transfer fee can be paid within two years, with at least 50% of the land price paid in the first year.
Support local governments in determining the minimum transfer price for operational elderly care facilities based on the type of elderly care project, ensuring it is not lower than the minimum price agreed upon in the transfer agreement. For social welfare land supplied via leasing, local governments will set minimum rent standards and minimum lease durations, and specify rent adjustment cycles and payment methods in the contract.
Under the premise of ensuring market fairness, land for elderly care facilities (excluding compatible commercial residential) can be transferred or leased with conditions such as institution type, operation mode, bed capacity, service quality, and safety requirements. Land for silver economy industry projects can be supplied with industry access conditions to ensure alignment with industry development.
