Chairman Zhao Leji of the National People’s Congress delivered a keynote speech at the Boao Asia Forum, welcoming enterprises from all countries to explore and deepen their presence in the Chinese market. China will protect the legitimate rights and interests of foreign businesses in accordance with the law, fully implement the policy of equal treatment for all, and I believe China will remain a fertile land for foreign investment and enterprise development in the long term.

Zhao Leji mentioned that in today’s world, geopolitical conflicts and regional wars are recurring, unilateralism and protectionism are widespread, and hegemonism and power politics are on the rise. We must abandon conflict and confrontation, oppose bullying by strong powers, and uphold true multilateralism. The people of all countries have a stronger desire for peace and development, and their calls for peace and justice are more urgent. History has shown—and will continue to prove—that unity is strength, and cooperation leads to mutual benefit.

He pointed out that China has a population of over 1.4 billion and the largest middle-income group in the world, containing enormous potential for investment and consumption. China will adhere to expanding domestic demand, continuously unleash the dividends of a super-large market, and focus on benefiting people’s livelihoods, promoting consumption, and investing in both physical goods and human capital. It will actively expand investment and consumption in areas such as telecommunications, education, healthcare, and elderly care. At the same time, China will pursue innovation-driven development, accelerate high-level technological independence and self-reliance, and actively participate in global technological governance. China will uphold free trade, deepen international cooperation, and steadily expand institutional opening-up.

Resolving Conflicts and Disputes Politically Through Peaceful Means

Zhao Leji also stated that we should follow the trend of the times of peace, development, cooperation, and mutual benefit, respect the sovereignty and territorial integrity of all countries, adhere to non-interference in other countries’ internal affairs, and resolve conflicts and disputes through peaceful means. We should build an Asian security model based on consensus, dialogue, and consultation, jointly safeguarding regional and global peace and stability.

He said that over the past decades, Asian countries have adhered to open regionalism and embarked on a path of mutual benefit and win-win cooperation. We should abandon closed and exclusionary practices, promote inclusive and universal economic globalization, uphold openness and cooperation, remove various barriers, and deepen regional integration to jointly maintain the stability and smooth operation of industrial and supply chains.
