In the past three years, Shanghai market supervision departments have handled 58 cases of commercial secret infringement, imposing fines and confiscations totaling nearly 5 million yuan.

On March 11, the Shanghai Municipal Administration for Market Regulation released the 2025 White Paper on the Protection of Trade Secrets and typical cases. Over the past three years, Shanghai’s market regulatory authorities have handled a total of 58 cases of trade secret infringement, with fines and confiscated proceeds of nearly 5 million yuan; only in 2025 alone, they concluded 22 cases, with fines and confiscated proceeds of 1.67 million yuan. Most of these cases involve core technologies and key industries; the infringers are often former employees or business partners, causing significant losses to companies. As of now, four districts—Pudong, Fengxian, Huangpu, and Minhang—have been selected as national pilot areas for innovation in trade secret protection.
