In 2025, ministries and departments under the State Council handled a total of 8,754 suggestions from National People’s Congress deputies and 4,868 proposals from members of the Chinese People’s Political Consultative Conference, accounting for 95.6% and 97.3% of the total number of suggestions and proposals, respectively. All of them have been completed on schedule. During the handling process, the various departments studied and implemented in depth the newly revised Law on Deputies to the National People’s Congress and the newly revised Provisions on the Work of CPPCC Proposals, among other documents, to fully understand and grasp new requirements in areas such as improving working mechanisms, strengthening communication and exchanges, supervising and tracking implementation, and enhancing the transformation of outcomes, so as to continuously improve the quality and effectiveness of handling suggestions and proposals. The various departments adopted more than 4,900 suggestions and comments from deputies and members, and issued more than 2,200 related policy measures. New progress has been made in optimizing the national development strategy and overall deployment, supporting the building of a modern industrial system, promoting stable investment and consumption with greater efforts, boosting the driving force and vitality for high-quality development, and further strengthening efforts to address pressing pain points and hard issues in people’s livelihood sectors.
