Liu Kuanren, the former vice chairman of the Shaanxi Provincial Political Consultative Conference, has been indicted for embezzling and fraudulently obtaining a large amount of public funds.

On April 1, 2026, the Supreme People’s Procuratorate released a notice stating that Liu Kuanren, former deputy chairman of the DPP Central Committee and former vice chairman of the Shaanxi Provincial Committee of the Chinese People’s Political Consultative Conference, is suspected of taking bribes and embezzlement. His case, after being investigated and concluded by the National Supervisory Commission, has been transferred to judicial authorities for review and prosecution. The Supreme People’s Procuratorate, in accordance with the law, made an arrest decision against Liu Kuanren on suspicion of bribery and embezzlement, and designated the Urumqi Municipal People’s Procuratorate of the Xinjiang Uygur Autonomous Region to conduct the review and prosecution. Recently, the Urumqi Municipal People’s Procuratorate has filed a public prosecution with the Urumqi Intermediate People’s Court.

In the review and prosecution stage, the procuratorial authorities informed the defendant Liu Kuanren, in accordance with the law, of his litigation rights, questioned him, and heard the defense counsel’s opinions. The procuratorial authorities’ indictment alleges that Liu Kuanren used the convenience afforded by his positions as vice minister and minister of the Shaanxi Provincial Department of Culture, a member of the standing committee and vice chairman of the Shaanxi Provincial Committee of the Chinese People’s Political Consultative Conference, the chair of the DPP Shaanxi Provincial Committee, and a vice chairman of the DPP Central Committee, to seek benefits for others, or used favorable conditions formed by his own authority or position to, through the acts of other state functionaries in their positions, seek improper benefits for others, and illegally accept other people’s money and property, with the amount being especially large; using his convenience in the position of minister of the Shaanxi Provincial Department of Culture, he misappropriated and defrauded public funds, with the amount being especially large, and his criminal responsibility should be pursued in accordance with the law for the crimes of taking bribes and embezzlement.

Public resume information shows that Liu Kuanren, male, Han ethnicity, born in October 1963, from Pucheng County, Shaanxi, began working in July 1987, graduated from the National Instrumental Wind specialty at the Music Conservatory of Xi’an, holds a graduate degree, a Master’s degree in Literature, and is a professor.

After Liu Kuanren graduated from the Music Conservatory of Xi’an in 1987, he went to work at the Shaanxi Provincial Department of Radio, Film and Television. Two years later, he returned to the Music Conservatory of Xi’an to pursue a master’s degree. After graduation, he stayed on to teach. He previously served as deputy director of the Folk Music Department of the Music Conservatory of Xi’an (a position equivalent to a regular department-level cadre). In 2000, Liu Kuanren began serving in politics. He was appointed vice minister of the Shaanxi Provincial Department of Culture. During this period, he took a posting at the Ministry of Culture, serving as deputy director of the Department of Arts. Subsequently, while serving as vice minister of the Shaanxi Provincial Department of Culture, Liu Kuanren also began serving as deputy chief of the DPP Shaanxi Provincial Committee and standing committee member of the Shaanxi Provincial Committee of the Chinese People’s Political Consultative Conference, among other roles.

In 2012, Liu Kuanren served as a standing committee member of the DPP Central Committee and minister of the Shaanxi Provincial Department of Culture. In January 2018, he was elected vice chairman of the Shaanxi Provincial Committee of the Chinese People’s Political Consultative Conference. In December 2022, during his tenure as vice chairman of the Shaanxi Provincial Committee of the Chinese People’s Political Consultative Conference, he was appointed vice chairman of the DPP Central Committee.

On May 25, 2025, the website of the Central Commission for Discipline Inspection and the National Supervisory Commission released a notice stating that Liu Kuanren was investigated while in office.

Liu Kuanren was the first “tiger” from a democratic party to fall in 2025. Since the 18th National Congress, democratic parties have seen investigations into the former vice chairman of the Beijing Municipal Committee of the Chinese People’s Political Consultative Conference, Yu Ming (a standing committee member of the Chinese Peasants’ and Workers’ Democratic Party), the former executive vice chairman of the Taiwan Democratic Self-Government League Central Committee, Li Yuefeng, and the former vice governor of Gansu Province, Zhao Jinyun (a standing committee member of the Jiu San Society Central Committee), among others. After Liu Kuanren fell, in June 2025, Yu Wenming, the former director of the National Administration of Traditional Chinese Medicine who had previously served as a deputy chairman of the Chinese Peasants’ and Workers’ Democratic Party Central Committee, was also investigated on suspicion of serious violations of duty.

In November 2025, Liu Kuanren was expelled from public office. In a report by the Central Commission for Discipline Inspection and the National Supervisory Commission, it was stated that, after investigation, Liu Kuanren disregarded the spirit of the eight central rules and regulations and accepted banquets in violation of regulations; he violated organizational requirements by seeking benefits for others and accepting money and property in the work of cadre personnel; he violated integrity requirements by accepting cash gifts in violation of regulations; he engaged in power-and-money exchanges, using his position’s convenience to profit for others in areas such as enterprise operations, project contracting, and promotion of posts, and illegally accepted large sums of money and property; he embezzled public funds by taking them for himself.

The notice stated that Liu Kuanren’s conduct has constituted serious violations of duty and is suspected of the crimes of taking bribes and embezzlement. Moreover, after the 18th National Congress of the Communist Party of China, he did not desist or stop, with serious nature and a恶劣 impact. He should be handled in a serious manner. In accordance with relevant regulations, the National Supervisory Commission gave him the disciplinary sanction of expulsion from public office; confiscated his illegal gains; and transferred the issues regarding his alleged crimes to judicial authorities for review and prosecution in accordance with the law, along with all the money and property involved.
