On March 27, 2026, at the Zhongguancun Forum annual conference, the “Data Cross-Border Flow Innovation and Development Forum” released the Beijing Municipal comprehensive supporting reform plan version 3.0 for facilitating the cross-border flow of data. This is another systematic upgrade by Beijing to its work on cross-border data flows, following the introduction of version 2.0 in 2025. Taking key industries as breakthroughs, the 3.0 plan further strengthens the leadership of benchmark scenarios, focusing on six priority areas: healthcare, artificial intelligence, intelligent connected vehicles, trade logistics, technology finance, and commercial space. It aims to smooth out the entire end-to-end compliance pathways for data acquisition, processing, transmission, and transactions, and to drive cross-border data flows from supporting single-issue compliance construction to enabling coordinated expansion across the entire industrial chain, accelerating the release of the value of data elements.
