Reform and innovation are high-frequency words in government work reports.
On the morning of March 5, the State Council Information Office held a briefing to explain the “Report on the Work of the Government.” Shen Danyang, head of the drafting group for the “Report” and director of the State Council Research Office, said that this year’s “Report” adheres to advancing high-quality development as its theme, with particular emphasis on getting off to a strong start, strengthening innovation, improving people’s wellbeing, and ensuring it is practical. He said that the two words “reform” and “innovation” appear a total of 75 times throughout the full text, making them the high-frequency terms of this year’s “Report.” In the 2026 Report on the Work of the Government, Shen Danyang said that the “Report” thoroughly implements the reform arrangements of the Third Plenary Session of the 20th CPC Central Committee, and proposes multiple reforms in key areas, such as formulating regulations for building a nationwide unified large market, advancing zero-based budget reform, and promoting reforms at universities in categories, among others. The “Report” also puts forward many innovation measures in areas including accelerating the cultivation and strengthening of new driving forces and speeding up high-level scientific and technological self-reliance and self-strengthening, such as building a new economic form featuring intelligent technologies, expanding capacity to upgrade and improve the quality of the services sector, and strengthening efforts for original innovation and breakthroughs in key core technologies.
