On February 28, 2026, the Intermediate People’s Court of Chenzhou City, Hunan Province, publicly sentenced Luo Zengbin, former member of the Standing Committee of the Hainan Provincial Party Committee and former Secretary of the Haikou Municipal Committee, for taking bribes. He was sentenced to death with a two-year reprieve for the offense of taking bribes; his political rights were deprived for life; and his entire personal property was confiscated. The assets and their proceeds from the bribe-taking, which were recovered and found in the case, will be turned over to the national treasury in accordance with law; any shortfall will continue to be recovered. After trial, it was determined that Luo Zengbin, by taking advantage of the conveniences provided by his positions—including Deputy Director of the Sichuan Provincial Department of Forestry, Mayor of Guang’an City in Sichuan Province, Secretary of the Municipal Party Committee of Bazhong in Sichuan Province, and a Standing Committee member of the Hainan Provincial Party Committee and Secretary of the Haikou Municipal Committee—provided assistance to relevant units and individuals in matters such as enterprise operations, contracting of business, advancing projects, and allocation of funds.
