A reporter learned today from the State Administration for Market Regulation that the “Draft Measures for the Administration of Compulsory Product Certification Institutions and Laboratories (Revised Draft for Public Comment)” has begun soliciting public feedback.

The draft seeks to address problems with the current “Measures,” namely that they do not clearly define local regulatory responsibilities and that regulatory capacity is difficult to cover comprehensively. It adds, in the General Provisions, the supervisory and regulatory responsibilities of local market regulatory departments at or above the county level, clarifies the regulatory roles and positioning of the State Administration and local bureaus, promotes the downward deployment of regulatory resources, facilitates the formation of regulatory synergy, and ensures that the CCC certification system is implemented nationwide in a uniform and strictly enforced manner.

At the same time, it specifies principles for certification and testing institutions to operate with objectivity and independence, fairness and transparency, and honesty and good faith; strengthens a public-interest-oriented operating direction; and encourages integrated development of certification and testing.
