Hainan Standing Deputy Governor: Maritime passage safety requires joint maintenance
【Caixin Network】 Bartel, executive vice governor of Hainan Province, said that recent international geopolitical conditions have been turbulent and ever-changing. All parties have come to recognize deeply that the ocean’s peace, security, openness, and interconnectedness are the prerequisite for the flourishing development of the blue economy, and that changes in the global landscape have given the blue economy new strategic meaning.
On March 26, Bartel made the above remarks at the annual meeting of the Boao Forum for Asia 2026. He pointed out that deepening maritime cooperation and enhancing the resilience of supply chains are not only of economic significance, but also concern the overall picture of development and security. “We must move beyond zero-sum games, uphold the spirit of multilateralism, and jointly safeguard the security of sea lanes.”
Chen Jihong, a specially appointed professor at Shenzhen University and director of the Shenzhen International Maritime Research Institute, said at the same event that, judging from the recent international situation, having a strong ocean-going shipping fleet is a basic guarantee for the country’s maritime security. “About 60% of China’s ocean-going fleet is overseas. How to make good use of the fleet, keep it under control, and have it serve the country’s security strategy is a major question.” Chen Jihong said.
