Since the first quarter, China National Petroleum’s Changqing Oilfield Gas Production Plant No. 3 has adhered to the policy of “safety first, prevention foremost.” Centered on the theme of “eliminating accident hazards and strengthening the safety barrier,” and using the “four nots allowed to fail” as its production practice, the plant has taken multiple measures to build a strong shield for safe production, ensuring the system operates safely and stably during the gas supply period.
With hazard investigations as its core, the plant has comprehensively extended the “interface” inspections to the front lines of gas field production and daily life, achieving full coverage for every station, every remote wellhead, and every pipeline. It upholds “zero tolerance and emphasis on real effectiveness,” focusing on blind spots and dead corners. It has fully implemented fire-prevention and freeze-prevention safety measures for equipment such as instruments, control valves, and flares. In combination with on-site conditions and process characteristics, it has improved winter safe production plans. It is reported that Gas Processing Plant No. 1 uses the “no advance notice and random inspections” approach as its starting point, setting up multi-disciplinary joint inspection teams. It has cumulatively identified 47 categories of safety hazards, all of which have achieved closed-loop rectification, effectively eliminating hazards at the budding stage.
Given the characteristics of numerous and broad risk points, the plant has innovatively proposed a “dynamic and static” safety risk management method: graded and categorized management for inherent risks and stage risks, further improving the precision of risk prevention and control so that the safety barrier is even more solid. At the same time, focusing on fine-tuning basic management, it strictly addresses issues such as non-standardized operations, inadequate handovers on-site, sloppy completion of documentation, inaccurate entry of production data, and inadequate hazard rectification. It revises and refines the content of the “daily work reminder card” for assurance points, and requires that daily work at assurance points be completed in a standardized manner without omissions. It increases the intensity of checking well gas documentation to ensure gas well materials are complete and accurate. For key equipment, it assigns responsibility by section down to individual people, implements refined and standardized management, and ensures that “precision, detail, practicality, and strictness” are put into every link of management work.
In response to risks related to transportation and travel, the plant carries out experience sharing on road traffic safety. On the one hand, it provides training on requirements for driving in accordance with traffic safety laws. On the other hand, it analyzes 3 typical traffic accident cases to give all staff the “safety lock” in their thinking.
