Luoyang introduces new policies to support the use of housing provident funds for renovation and upgrades of old neighborhoods
**Viewpoint News: **The Luoyang Housing Provident Fund Management Center recently issued a policy. Effective April 1, 2026, it supports contributors to withdraw their housing provident fund specifically for decoration and renovation improvements of owner-occupied housing within urban and older neighborhood (old residential community) renovation projects. The policy remains valid until December 31, 2027.
According to the introduction, the policy applies to owner-occupied housing that has already been included in the inventory list database of Luoyang’s urban older neighborhood renovation projects. The property owner and his or her spouse may apply for withdrawal first; if their account balance is insufficient, they have no contribution records, or their account has been canceled, eligible children or parents may apply for intergenerational withdrawals on their behalf, and it will not be counted toward the applicant’s other housing renovation withdrawal次数.
The withdrawal amount is calculated based on building area. The basic standard is 1,000 yuan per square meter. Families with two children or more may receive a 25% uplift, i.e., up to 1,250 yuan per square meter. Applicants must submit materials such as identity cards. After approval, the funds will be transferred in one lump sum to the designated account.
