A 7-year-old boy drowns in a community swimming pool; a city in Guangdong releases the investigation report.

On March 12, 2026, the Zhongshan City Emergency Management Bureau of Guangdong Province released the “Investigation Report on the ‘7·9’ General Production Safety Accident at Greenland Meiyu Community, Henglan Town, Zhongshan City” (hereinafter referred to as the “Report”).

The report shows that at around 15:00 on the afternoon of July 9, 2022, a general production safety accident occurred at the swimming pool of Greenland Meiyu Community on Qingfeng Road, Qingfeng Village, Henglan Town, Zhongshan City, resulting in the drowning death of a 7-year-old boy. After investigation and determination, it was recognized as a liability accident caused by the enterprise’s failure to implement its main responsibility for work safety production and the guardian’s inadequate supervision, with direct economic losses of approximately 1 million yuan.

The report shows that Zhao Moumou, the legal representative of Zhongshan Lanqi Sports Management Co., Ltd., the party leasing the swimming pool, has circumstances suspected of criminal offenses. The report recommends that the Zhongshan City Emergency Management Bureau impose administrative penalties on Zhongshan Lanqi Sports Management Co., Ltd. The report recommends that the Henglan Town Education and Sports Center be ordered to make a written self-criticism to the People’s Government of Henglan Town, and copy the Municipal Work Safety Committee Office.

Accident resulted in the death of a 7-year-old child

According to the report, on the afternoon of July 9, 2022, Yao Moumou(7 years old), while not accompanied by a parent,( was taken to the swimming pool by the parent and the parent left first). He then, by himself, crossed the boundary line separating shallow and deep water areas in the swimming pool of Greenland Meiyu Community and entered the deep water area. The safety staff member Liang Moumou of Zhongshan Lanqi Sports Management Co., Ltd., the party leasing the swimming pool, failed to discover and stop him in a timely manner.

According to surveillance footage: at around 14:46:27 on that day, Yao Moumou began struggling in the water and showed signs of drowning, until at 14:49:02 he was no longer struggling. At 14:57:08, safety staff member Cheng Moumou discovered that Yao Moumou was diving in the deep water area, asked a nearby visitor to remind Yao Moumou not to dive. When the visitor found that Yao Moumou was in a state of unconsciousness, the visitor immediately helped carry Yao Moumou in his arms to the shore. Safety staff member Lü Moumou arrived at the poolside from the shallow water area and carried out CPR and rescue efforts on Yao Moumou.

Cheng Moumou immediately called 120 emergency services. Emergency personnel from Henglan Hospital 120 arrived at the scene and provided first aid to Yao Moumou. After on-site rescue efforts by the medical staff of Henglan Hospital were unsuccessful, Yao Moumou was pronounced dead.

The report states that the direct cause of the accident was that Yao Moumou entered the deep water area alone and drowned, and the death was caused by the prolonged duration of drowning. The indirect cause was that Zhongshan Lanqi Sports Management Co., Ltd. failed to implement its main responsibility for work safety production: the number of certified lifeguards was insufficient; according to relevant work safety production conditions, the swimming pool should be equipped with 5 lifeguards; on the day of the accident, the swimming pool was equipped with only 4 lifeguards; and 3 lifeguards had not obtained lifeguard certificates; it did not conduct safety education and training for employees; it did not establish and improve a system for investigating and managing hidden hazards; and it failed to discover and eliminate accident hazards in a timely manner.

The report also points out that Yao Moumou(7 years old) does not have full capacity for civil conduct and cannot swim; when he swims in the deep water area of the swimming pool, it should be done under the guardian’s watch and accompaniment. However, according to surveillance video, the parent was not on site and did not supervise and accompany Yao Moumou while he swam, which falls under the guardian’s inadequate supervision.

The regulatory department is ordered to make a written self-criticism

This accident caused the death of one person, with direct economic losses of approximately 1 million yuan, and had an adverse impact on society. Zhongshan Lanqi Sports Management Co., Ltd. bears responsibility for the occurrence of the accident and is the responsible unit.

The legal representative of Zhongshan Lanqi Sports Management Co., Ltd., Zhao Moumou, failed to organize the formulation and implementation of work safety production rules and regulations and operating procedures, failed to supervise and inspect work safety production of its own unit, failed to promptly identify and eliminate accident hazards, and bears responsibility for the occurrence of the accident.

Since Zhao Moumou is suspected of committing a criminal offense, the report recommends that the public security authorities file a case for investigation. If no case is filed or no prosecution is pursued, it is recommended that the Zhongshan City Emergency Management Bureau, in accordance with law, impose administrative penalties on him.

The report recommends that the Zhongshan City Emergency Management Bureau, pursuant to the “Work Safety Production Law of the People’s Republic of China,” impose administrative penalties on Zhongshan Lanqi Sports Management Co., Ltd.

For Cheng Moumou, Wei Moumou, and Liang Moumou, who have not obtained lifeguard certificates, the report recommends that the Zhongshan Lanqi Sports Management Co., Ltd. be held responsible to handle internal disciplinary actions against them and remove them from their positions.

In addition, the report points out that when the Henglan Town Education and Sports Center approved the “Operation Permit for High-Risk Sports Project Operations,” it did not perform due review, violating the relevant provisions of the “Conditions and Technical Requirements for the Opening of Sports Venues.” It is recommended that it be ordered to make a written self-criticism to the People’s Government of Henglan Town and copy the Municipal Work Safety Committee Office.
